SYDNEY, AAP - Mahboba Rawi's voice wavers as she describes the lines of Afghan widows
who waited for food outside her charity house in Kabul.

The women had heard the 46-year-old founder of Australian-based aid agency Mahboba's
Promise had returned to her homeland after a two-year hiatus and was handing out basics
like flour, vegetable oil and sugar.

"I had only brought supplies for the 500 widows who were sponsored, but another 200
were still waiting right into the night, pleading for food. They kept saying, `call the
Australian government for help'," Rawi said in her native Dari.

"It was unbelievable."

Poverty in Afghanistan, Rawi says, has only increased in her homeland despite the billions
of dollars in official aid and development being poured into the country over the past
decade.

"It is really hard to see the country going backwards," she said.

"The money that has been spent on Afghanistan in the last ten years has gone mostly
to the war - for the foreign soldiers, their food, water and temporary housing.

"There has been a lot of infrastructure built simply for war, but what are the everyday
people going to do with that? Afghanistan is still as poor as it was 10 years ago."

This October will mark a decade since Australia joined US forces in Afghanistan as
part of the war on terrorism.

During that time Rawi has led her own personal crusade to help Afghanistan's orphans
and widows with donations received from Australians at home.

But she says the presence of the foreign troops is only holding progress back, not aiding it.

"As soon as I walked into Hope House, (an orphanage Rawi set up) there was a widow
whose husband had died in crossfire between the US (forces) and the Taliban," she said.

"She was pleading for money because she could not afford to buy her husband's coffin.

"This is the reality now for the Afghan people, they do not have enough money to bury
the dead of this war. And nobody says, `we are responsible for killing your husband'.

"People need to understand that there are consequences to this war, there are women
and children who have lost their fathers or brothers, and they are the ones left behind,
the widows and the orphans. Who looks after them?

"They are sick and tired of war. They need people with healing hands, not guns."

Adrian Morrison, Charge d'Affaires at the Australian Embassy in Afghanistan, says there
is much more work left to be done.

"We will be a long term partner for Afghanistan's development. Prime Minister Julia
Gillard has stated that Australia will be engaged in Afghanistan for the next decade at
least," Morrison told AAP.

The next stage of the policy shift will be to focus on development, Morrison says.

"The current ISAF strategy is a joined-up civil-military strategy which acknowledges
that conflict in Afghanistan cannot be ended by military means alone," he said.

"Australia has a substantial diplomatic and development engagement with Afghanistan
to match our military commitment."

But many ordinary Afghans are slowly tiring of the foreign intervention.

"You don't expect your next door neighbour to interfere with your domestic problems.

Afghanistan doesn't need that," Rawi said.

"I believe education is going to change Afghanistan. They don't need more gunmen."

This is not to discount the achievements of the diggers who are currently training
up the 4th brigade of the Afghan National Army.

"Afghans don't dislike the Australian soldiers there, they're viewed positively because
they help people, they are educated, they have good hearts and Afghans can see that. People
there said to me, `Australian soldiers are a lot different to American soldiers'," Rawi
said.

Over the past decade Rawi's public profile has soared, having been handpicked by then
Prime Minister Kevin Rudd as a 2020 summit delegate in 2008. She's also worked with entrepreneur
Dick Smith to build a school in Afghanistan, and more recently, received Governor General
Quentin Bryce as a patron of her charity.

Despite minimal government funding, she is proud to call her charity independent.

What started out 13 years ago in the living room of her Sydney home can now count a
total $A2.5 million raised since its inception.

Rawi's message to governments - both Afghan and Australian - isn't just to express
opposition to the war.

She wants Hope House to be a model for how development efforts should be approached
- by educating Afghanistan's future lawyers, accountants and journalists, who in turn
train the next generation.

"We have set up a model in Hope House for the whole of Afghanistan - from (Afghan President)
Karzai, overseas aid organisations, to governments. If you want to see change in Afghanistan,
you (should) follow my (lead).

"I am a drop in the ocean of poverty. I am one woman, if I can do something as little
as this, why can't they?"

The project has already provoked widespread local opposition.

Advent Energy doesn't yet have environmental approval for the drilling .. but says

Fed: Mortgage rates could be over eight per cent in 2011

CANBERRA, Dec 8 AAP - Homeowners could face mortgage rates of over eight per cent in
two years time based on economists' predictions on the outlook for the Reserve Bank of
Australia's (RBA) cash rate.

New data released on Tuesday suggests economic growth will be fairly limp when the
national accounts are released next week due to exports making a major subtraction from
gross domestic product (GDP).

The Australian Business Economists (ABE) group released its annual forecasts on Tuesday,
predicting a RBA cash rate of 4.75 per cent in 2010 and 5.5 per cent in 2011.

The cash rate stands at 3.75 per cent after the central bank raised it by a further
25 basis points last week, an unprecedented third increase in as many months.

The average standard variable mortgage rate - after a range of responses to the RBA's
latest decision from the four major banks - was around 6.6 per cent.

"A few committee members felt that a higher cash rate was appropriate," ABE chairman
Stephen Halmarick said in releasing the survey.

"Those that believed this were the ones that generally had a higher median forecast
for economic growth and/or inflation in 2011."

ABE's median forecast for GDP in 2009 was 1.2 per cent, rising to 2.6 per cent in 2010,
followed by 3.5 per cent in 2011.

Inflation is expected to return to the RBA's two to three per cent target next year
- being currently below the band.

Still, their growth forecasts could be becoming off a lower base, particularly with
the September quarter GDP likely to show only a modest rise.

Economists were cutting back their expectations for next week's GDP report after the
balance of payments for the three months to September showed exports will cut a hefty
1.8 percentage points from growth.

A milder 0.3 percentage point subtraction was forecast.

The report showed the current account deficit widened to a seasonally-adjusted $16.18
billion from a revised $13.13 billion in the previous quarter.

Treasurer Wayne Swan said the figures reflected the continuing effects of the global
recession, with record falls in export prices over the past year "impacting heavily" on
the economy.

Export prices fell by a further 1.8 per cent in the September quarter, taking the fall
during the past year to 19.5 per cent.

"This is the largest through-the-year fall in export prices in the history of the series
dating back to 1959," Mr Swan said in a statement.

Commonwealth Bank of Australia economist economist James McIntyre said the data release
was a "poor one" for the September quarter GDP outlook.

"On the back of the worse than expected net exports contribution to GDP we have reduced
our (September quarter) GDP forecast to 0.3 per cent, taking annual growth to 0.6 per
cent," he said.

In contrast, the National Australia Bank's (NAB) latest monthly business survey showed
confidence continued to grow, increasing to a seven-year high in November, despite rising
interest rates.

Business conditions, however, fell slightly in the month.

NAB chief economist Alan Oster said the economy continued to show significant momentum,
with forward orders rising to a two-year high.

"Confidence also continues to build and forward orders are now at their highest level
since late 2007," Mr Oster said in releasing the data.

"All of this is truly a remarkable outcome and one that continues to surprise."

FLU RUDD (CANBERRA)

KEVIN RUDD's urging people to wash their hands to prevent a swine flu outbreak .. as
more people across the nation are being tested to see if any have caught the bug.

The Prime Minister says the thermal scanning of overseas travellers at Australian airports
can also help to stop the spread of the potentially deadly virus.

Thermal scanners have been brought on line over the afternoon .. as the government
ramps up its defences against swine flu.

Passengers must also fill in mandatory health declarations at border entry points.

In New South Wales alone .. 85 people are being tested for swine flu .. while 35 Victorians
tested have returned NO positive results .. and Health authorities in South Australia
say they're testing eight people.

Meanwhile .. police have been called in to search for two Queenslanders .. who were
on a flight with New Zealand schoolchildren who've contracted swine flu.



FLU (MEXICO CITY)

Mexico has halved its suspected deaths from swine flu from 159 to 84 .. but says they're
only sure that eight people have definitely died from the disease.

The news comes as the World Health Organisation raised its flu alert overnight to level
five on a scale of six .. signalling a swine flu pandemic is imminent.

The United States .. meanwhile .. has became the second country to have a CONFIRMED
swine flu death .. and US authorities say they now have more then 90 people infected with
the virus.

In neighbouring New Zealand .. the number of SUSPECTED swine flu cases has risen to 104.



COAG (CANBERRA)

The nation's leaders have agreed on a plan to have 20 per cent of Australia's electricity
generated from renewable sources by 2020.

Today's Council of Australian Governments Meeting in Hobart has also decided on a plan
to ensure every person under 25 will have a guaranteed education or training place.

Prime Minister KEVIN RUDD says the government wants young people to be able to use
the current crisis to upgrade their skills .. so they're ready when the economy starts
growing again.

The leaders have also announced the development of a national telephone emergency warning
system .. to warn people in major emergencies like the recent bushfires.

And .. there'll be a review of the overly complex and inconsistent regulation of Australia's
legal profession.



US OBAMA (WASHINGTON)

US president BARACK OBAMA says he's pleased with the progress he's made in his first
hundred days in power .. but says he's not satisfied.

He's celebrated his 100th day as president .. expressing confidence he can advance
his ambitious agenda .. even as he copes with recession .. two wars .. and now an outbreak
of swine flu.

OBAMA says his administration's begun remaking America by reversing the policies of
GEORGE W BUSH'S administration.



PRATT FUNERAL (MELBOURNE)

Former prime minister JOHN HOWARD has paid tribute to cardboard king RICHARD PRATT
at his funeral in Melbourne.

Mr HOWARD says the billionaire was a remarkable man who exemplified the immigrant story.

Mr PRATT died on Tuesday night in his Kew home after a battle with prostate cancer.

He was farewelled today at a synagogue in Kew in front of hundreds of mourners.



BOAT BARNETT (HOBART)

Western Australia Premier COLIN BARNETT has broken with Liberal party ranks .. saying
he doesn't see the need for an independent inquiry into people smuggling.

The federal opposition renewed calls this week for an independent inquiry into the
nation's border protection laws .. after another two unauthorised boats were intercepted
off Australia's north yesterday.

But Mr BARNETT say he doesn't subscribe to their view .. and there are desperate people
trying to find a better life for themselves .. as they escape from places of unrest like
Sri Lanka.

The West Australian Environmental Protection Authority has given its tick of approval
to a liquefied natural gas development .. worth about 35 billion dollars on Barrow Island
.. off the Pilbara coast.

Meanwhile .. Australia's biggest investment in social housing since the late 1940s
is underway in Queensland .. with the construction of close to 600 new social housing
dwellings.

But it will take time till the current economic crisis is overcome .. with a NAB survey
saying businesses are at their most pessimistic about the outlook for the year ahead in
more than 20 years.

This is despite Japan reporting today its first increase in factory output in six months
.. adding to hopes that the worst recession since World War II may begin to ease.

A tourism leader says the current campaign to crack down on alcohol and binge drinking
is demonising the lubricant of the tourism sector.

MATT HINGERTY .. from the Australian Tourism Export Council .. says social commentary
on the issue of alcohol consumption is a worrying trend.

He says the tourism industry must prevent the responsible service and consumption of
alcohol from being tainted.

Mr HINGERTY says drinkers shouldn't feel like criminals if they order a third drink

More than 40 people have gathered for the touching public funeral of an abandoned baby
found dead in a Sydney rubbish tip.

Baby NICHOLAS has been farewelled at a non-denominational Christian service at Rookwood
Cemetery this morning.

Narellan on February 11.

Police have used a Taser stun gun to subdue a 23-year-old man in Sydney's west.

Police say they were called to a domestic dispute in Merrylands about four this morning
.. where they found the man arguing with relatives.

Police allege the man became aggressive towards them when he was asked to leave.

A duty officer repeatedly warned him to calm down.

When he continued to struggle and threaten police .. a Taser stun gun was deployed to subdue him.

He's due to appear before Parramatta Local Court on January 14.

MADRID, Aug 18 AFP - Spain says it plans to appeal to the Court of Arbitration for
Sport (CAS) over the gold medal awarded to Denmark in the Olympic 49er class sailing.\

The Danish team of Jason Warrer and Martin Kirketerp Ibsen borrowed a Croatian boat
when their mast split before the final race on Sunday.

The organisers confirmed the result after the Danish victory was the subject of a protest.

Spain's Iker Martinez de Mizarduy and Xabier Fernandez won the silver medal, and the
bronze went to Jan Peter and Hannes Peckolt of Germany.

But the head of the Spanish Olympic Committee, Alejandro Blanco, told Spanish reporters
in China that he planned to appeal the result to the Lausanne-based CAS.

"It makes no sense, we cannot go against the rules (of the yachting competition) in
the Olympic Games," Blanco said, according to Spanish newspapers Marca and El Mundo.

They said Italy may also back Spain in the appeal.

A 19-month-old boy has drowned in an unfenced pond in northern New South Wales.

Paramedics were called late this morning to the pond near Russel Way in Tweed Heads South.

The boy was taken to Tweed Hospital in a critical condition but attempts to revive
him at the hospital were unsuccessful and he was pronounced dead.

Ambulance officers have been unable to confirm whether the drowned boy had been on
an excursion from a nearby day-care centre.

SYDNEY, Dec 9 AAP - A 22-year-old man has critical head injuries after an alleged road
rage incident on the M4 freeway, in Sydney's west, police say.

A NSW Ambulance Service spokeswoman said the man fought with another driver, near the
Cumberland Highway off ramp at Wentworthville about 10.30am (AEDT) today.

He was taken to Westmead Hospital with critical head injuries and police had set up
a crime scene, the spokeswoman said.

The second man was not injured in the altercation.

Overseas-trained medical professionals employed in Queensland used false medical certificates
to get their jobs.

A Russian nurse used an online medical degree from the Caribbean .. while a Chinese
woman used documents indicating she'd have been just 14 when she entered a Shanghai medical
college.

The Australian newspaper reports evidence obtained by Chief Health Officer JEANETTE
YOUNG .. in an investigation into the hiring of three junior doctors .. or interns ..

at Cairns Base Hospital has appalled officials and the Queensland Health Minister .. STEPHEN
ROBERTSON.

One of the three recruits couldn't speak English and was unable to communicate with
anyone on the hospital wards.

The controversy comes as Queensland prosecutors liaise with counterparts in the US
to extradite JAYANT PATEL .. the surgeon known as Doctor Death .. who's been blamed for
contributing to at least 17 deaths at Bundaberg Base Hospital.

Fed: National holiday road toll at 17, three deaths in Vic today

SYDNEY, Dec 25 AAP - Three deaths in Victoria this morning have taken the national
road toll for the holiday period to 17.

Police say a woman in her 50s is dead after her vehicle ploughed into a road barrier
at Nar Nar Goon in outer Melbourne about 6am (AEDT).

Police believe she hit black ice on the road causing her to lose control of her vehicle.

Also in Victoria, a 21-year-old man was killed at Berwick when he lost control of his
car on the Princes Highway and hit a pylon early this morning.

He died at the scene while his two passengers suffered serious injuries.

A 27-year-old man was killed at Cannons Creek early this morning when he lost control
of his car and hit a tree.

In New South Wales, three young drivers, two of them on their P-plates and one unlicensed,
have figured in three of the six deaths so far on New South Wales roads this holiday.

Police say a 24-year-old man who died last night after his car hit a power pole in
Sydney's south-west was a P-plate driver.

Another P-plater aged 17 was killed on Christmas eve after his car smashed into a power
pole in Sydney's south west.

And a 21-year-old unlicensed driver's been charged over the death of a four-month-old
baby girl in a crash in Sydney's west on December 23.

Over the holiday period six people have died on roads in New South Wales, four in
Victoria, three in Queensland and two in both South Australia and Tasmania.

The ACT Northern Territory and WA remain fatality free.

Fed: Contractors' bill makes it easier to replace workers - ACTU

Unions claim proposed new laws for independent contractors will make it easier for
big business to cut pay and conditions of sub-contractors.

The laws ultimately ensure people currently deemed to be employees become contractors.

It will also override some state laws.

But ACTU president SHARAN BURROW says the laws will make it easier to replace permanent
staff with contractors on lower wages and conditions.

She says it'll fail to prevent employers from pushing more workers into sham contracts
.. where employees miss out on basic entitlements.

The widow of Leading Seaman SCOTT BENNET, who was killed in the Navy helicopter which
crashed in Indonesia, has appeared before the media to pay tribute to her husband, but
she was too distraught to speak.

In a statement read by a family friend, TERREN BENNET says SCOTT's carefree nature,
his love of life and many other qualities made him a loving husband and a fantastic father
to their two young children.

The 36-year-old from Tomerong, south of Nowra, was one of nine Australian Defence Force
personnel killed in the crash on the Indonesian island of Nias on Saturday night.

The family say his sons, nine-year-old COURTNEY and seven-year-old JARROD, were proud
of their dad and the example he set them.

They say their thoughts are with the other families who also lost loved ones.

Leading Seaman BENNET joined the Navy in 1999 and graduated in August 2003 to join
the 817-Squadron based at Nowra.

Greens leader BOB BROWN says there's a distinct move to the right in Australian politics,
but his party is ending the year strongly.

Senator BROWN was commenting on the latest Newspoll that shows public support for Opposition
leader MARK LATHAM has dropped to its lowest level since Mr LATHAM took over the Labor
leadership a year ago.

The poll also shows the coalition has a lead of 10 percentage points in the two-party
preferred vote, with 55 per cent to Labor's 45 per cent.

The Greens have 8 per cent of the primary vote.

The party lost its sole lower house seat at the October election, but picked up an
extra two senators.

Senator BROWN says it's tough days for Labor, but the Greens are doing extremely well.
